The memorandum is genuine. Its proposals are disturbing. The crucial verb is ‘proposed’: this document reveals what officials were prepared to suggest, not an operation shown to have been carried out.

01 / A plan for manufacturing a pretext

On 13 March 1962, the Joint Chiefs of Staff sent Defense Secretary Robert McNamara a memorandum proposing manufactured incidents that could justify intervention in Cuba. The code word Northwoods appears in the document. It describes possible deceptions involving ships, aircraft, and public blame. The National Security Archive’s scan allows readers to examine the language rather than depend on a caption’s summary.

02 / The participants speak through the memorandum

The primary inside account is the signed official communication and its attachments. General Lyman Lemnitzer’s position and the document’s addressee locate it in a decision process. There is no eyewitness account of an executed Northwoods attack in the record cited here, because the file does not establish such execution. Calling the suggestions a completed operation would invent the very event the document is often invoked to prove.

03 / Why believers return to these pages

The proposals show that manufactured pretexts were not outside the imagination of senior officials. People arguing for skepticism of later official accounts can reasonably cite that historical fact. The temptation is to take the next step without evidence: if a deceptive incident was proposed once, another tragedy must be one too. A precedent broadens the questions an investigator can ask; it does not select the answer.

04 / A document’s status changes its meaning

Follow the approval chain and the distinction between a paper option and an authorized act. The source establishes a proposal; it does not establish a subsequent implementation. Critics of broader false-flag claims should acknowledge the authentic memorandum rather than deny it existed.
