DOSSIER 038 / MIND & MEDICINE
AIDS as a manufactured weapon
A disease became an instrument of propaganda.

A disease with frightening unknowns offered fertile ground for a manufactured explanation. The allegation that AIDS came from a US weapons laboratory traveled as news. Behind part of its journey was a documented disinformation campaign.
01 / The rumor gets an international route
Historical research published in Studies in Intelligence traces Soviet-bloc activity promoting the claim that AIDS was made in the United States. A story published in the Indian newspaper Patriot in 1983 helped furnish an apparently external source that could be repeated elsewhere. Repetition across borders made an allegation look independently confirmed when outlets were carrying a connected narrative.
02 / What the contemporary diplomatic record shows
A 1986 State Department record discusses AIDS disinformation as an active diplomatic problem. It gives readers a document produced while the allegations were circulating, rather than an account written only after the campaign became historical. American officials were interested parties in that dispute. The later document-based reconstruction helps distinguish their contemporaneous objection from evidence of the campaign’s organization.
03 / Why the laboratory claim found listeners
Real histories of medical abuse and weapons research made some audiences distrust official reassurance. The claim supplied intent and a culprit where an emerging epidemic supplied uncertainty. Those circumstances explain receptivity without establishing the alleged laboratory origin. An anonymous authority repeated by a newspaper cannot replace traceable scientific records or material evidence connecting a virus to a weapons project.
04 / The conspiracy established by the file
The documented coordinated activity is the effort to spread the bioweapon accusation. That does not turn the accusation into a true account of the disease. It also does not mean every person who repeated it knew about the campaign. The distinction is the central twist of this file: an unsupported conspiracy allegation can be promoted through a real conspiracy to manipulate information. Follow the provenance of the supposed evidence as carefully as the allegation itself.
The allegation, in brief
HIV/AIDS was alleged to have been created by US military or intelligence laboratories.
Where the archive stands
US diplomatic records document a Soviet-linked disinformation campaign promoting this allegation. That is evidence of the propaganda operation, not evidence that the alleged biological weapon existed.
The conspiracy documented here is the spreading of the story.

Bring one source.
Which historical and epidemiological evidence bears on the origin claim, rather than on its later political circulation?
A useful first note: the source, what it establishes, and what it leaves open.
