The secret committee arrived on paper.
This is a UFO story that arrives as paperwork. A purported briefing document appears to open the innermost compartment of government. The first question is less glamorous than the contents: who made the paper, and how do we know?
01 / An alleged committee on the page
Majestic 12 material purports to describe a highly classified group handling recovered extraterrestrial technology. Such a document seems to solve the witness problem by naming the machinery of a cover-up. The FBI file and GAO’s 1995 correspondence show that the material itself became an object of government inquiry. A file in an official archive records an investigation of a claim; it does not automatically authenticate the claim.
02 / The document is the witness
Unlike a pilot’s report, this allegation depends heavily on provenance. The relevant witness trail runs through the people who received and circulated copies, the alleged origin of the briefing, and comparisons with authentic records. GAO sought agencies’ views about authenticity. The FBI material records the government assessment that the purported document was bogus. Neither a classification marking nor the names of real officials can substitute for a verified origin.
03 / Why proponents keep the file open
Supporters can point to real Cold War secrecy and to the plausibility of compartmentalized projects. They may also argue that a denial is precisely what a secret committee would issue. That possibility is logically available in almost any secrecy case. It becomes evidence only when independent material supports the particular committee, its membership, and its acts. Without that step, the theory uses its own alleged concealment to explain every failure of verification.
04 / The test that comes before the revelation
Establish the earliest traceable copy, the custody of originals, and the consistency of format and language with the purported date. Compare any asserted event with records made independently of the disputed document. The file’s extraordinary contents make those checks more necessary, not less. Roswell’s unresolved archival gaps cannot authenticate unrelated papers. A spectacular claim printed on a plausible-looking page remains a claim until the page earns its authority.

The FBI’s released file records the investigation and identifies the document as bogus. A classification stamp can be imitated; provenance matters more than appearance.
